Try the Gimp it is similar to Photoshop with the advantage of being free.

GIMP (GNU Image Manipulation Program) is a great alternative to Photoshop. It’s open source (free) and offers many of the same features as Photoshop.

GIMP has a filter called IWarp (found under Filters>Distorts>IWarp) that behaves similarly to Photoshop’s Liquify filter.
When you select the filter, a dialog box appears. To distort the image, you choose your settings on the side and then click/drag on the preview window. Unfortunately, the preview window is quite small, but you can resize it by resizing the entire dialog box. The preview might appear blurry after enlarging it, but pressing the Reset button should fix that problem.
Picnik or Lunapic are great all round web based and FREE editing tools. Adobe Photoshop is expensive by they too have a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. Check out the links below for more ideas.
