How come in Photoshop my icon mouse thing turns into a hand and i cant do anything?

How come in Photoshop my cursor turns into a hand and i cant do anything?
How does this hapen and how can i fix it?
I’m not using a hand tool its like when i make another layer or using any tool or when i add effects and things like that my cursor becomes a hand like randomly

    Because you are using the “hand” tool. Which only lets you pan and zoom. Select a different tool. Can’t really help you much without additional details.

    I suspect this could be a lag created by the possibility of memory lack.

    This could occur when the CPU is being exhausted or you are getting badly low on RAM.

    Check your specs and try to close other applications on your system. Also consider allocating more hard disk space for scratch disk usage.

    When your opening a new layer or creating something new the hand cursor automatically appears and takes the place of your regular arrow cursor, Photoshop gives you the option of movement and adjustment (the hand cursor) but, if you do not want to move or adjust what you have just done to photoshop simply, click back over to the arrow cursor on the tool bar. If it really bothers you to the point that you want the arrow cursor to be permanent unless you tell it otherwise, you can change that in settings.

    -sometimes there might be a problem in the download process, re-downloading can be a simple Solution!
